International Committee of the Red Cross Assists Militant Group in Search for Bodies of Captives in Gaza

The International Committee of the Red Cross (ICRC) stated that its representatives joined members of Hamas into areas of the Gaza Strip still under IDF control to facilitate the search for the remains of Israeli hostages.

Truce Agreements and Captive Remains Return

As part of the truce negotiated by the United States, which began on October 10, Hamas is required to hand over the remains of all Israeli hostages promptly. As a reciprocal measure, Israel has consented to transfer 15 Palestinian bodies for every Israeli body returned.

The organization has so far returned the bodies of fifteen of those taken hostage but none in the past five days, as a portion of those remains are believed to be in locations past the yellow line marking the temporary truce line.

Red Cross Role as Neutral Intermediary

“At the request of the involved sides, the International Committee of the Red Cross (ICRC) joined a party to the conflict as the group searched for the remains of the deceased beyond the IDF-designated ‘yellow line’,” said a representative for the organization.

The spokesperson continued: “Those involved to the hostilities established the procedures of the operation and entrusted the ICRC to serve as a impartial mediator. The ICRC was had no part in those negotiations.”

The official further clarified: “The ICRC was not involved in the physical hunt for the deceased nor does it engage in the retrieval of remains.”

International Humanitarian Law and Duties

According to international humanitarian law, it is the duty of the sides involved in a conflict to locate, collect, and recover human remains.

US Demand and Local Search Efforts

On Saturday, the US president issued a 48-hour ultimatum to the organization. “Hamas is going to have to start handing over the remains of the hostages who died, including two Americans, quickly, or the additional nations participating in this significant truce will take action,” he wrote on his online channel.

As the two-day window approached, Hamas, accompanied by the ICRC, teamed up with Egyptian teams, who were granted permission by Israeli authorities to look for remains beyond the boundary indicating the Israeli military’s pullback inside the territory. An official representative said the delegation would use excavator machines and trucks in the operation.

Authoritative Confirmation and Press Reports

The news was supported by an source within Israel, who told local press that members of the group had been permitted to access sections of the region under military authority to look for the remains of captives, alongside Egypt’s and ICRC teams.

Footage released by a regional network appeared to show individuals of a Hamas unit – belonging to the group’s military wing responsible for guarding hostages – accompanying a Red Cross vehicle in a specific location close to a southern city, which lies outside IDF jurisdiction.

Challenges in Finding Captive Remains

The search for the bodies of individuals taken captive has turned into one of the most delicate matters in the truce agreed between the parties. However, the attempt to locate the remains has been difficult from the beginning, given the presence of an estimated 60m tonnes of debris across the strip, where, according to local health authorities, at least ten thousand Palestinians are listed as missing, trapped under the debris.

Diverging Claims on Remains Location

Hamas has stated it does not know the precise locations of all the bodies, saying it has been unable to communicate with a number of its teams that had been detaining the hostages and were allegedly eliminated during military strikes.

However, an Israeli government spokesperson asserted that the organization knew the locations of the remains. “If Hamas exerted greater effort, they would be able to retrieve the remains of our captives,” the spokesperson said.

American Stance and Weapons Surrender Discussions

While the US president has conceded that a portion of the remains are hard to reach, he said that “the rest they can hand over now and, for some reason, they are not.”

“It may have to do with the surrender of weapons of Hamas,” he noted.

The US administration has said it has obtained guarantees from the organization that the faction will surrender its arms, though no specific schedule has been set. The militant organisation remains hesitant to give up its weapons without solid guarantees about the fate of its members.
